Delegates endorse the eradication of peste des petits ruminants (PPR) by 2030 at the 70th Anniversary of AU-IBAR.

During a ceremony held on 18 March 2022 at the AU-IBAR offices in Westlands, Nairobi (Kenya) to commemorate the 70th anniversary of IBAR’s creation, as well as the 10th anniversary of the worldwide eradication of rinderpest, Ministers endorsed the “Nairobi Declaration”, officially launching the second phase of the Pan African Peste des Petits Ruminants Eradication Programme.

THE NAIROBI DECLARATION ON THE ERADICATION OF PESTE DES PETITS RUMINANTS BY 2030

We, the Ministers in Charge of Livestock from Chad, Cote d’Ivoire, Kenya, Ethiopia, Nigeria, Guinea Conakry, Senegal and Uganda, CVOs, RECs, CSO, Livestock Value Chain Actors, Representatives of International Organizations (FAO, OIE, ILRI), Representatives of Non-Governmental Organizations (GALVmed) during the 70th anniversary of the Interafrican Bureau for Animal Resources (AU-IBAR) and launching of the 2nd Pan African PPR eradication programme for Africa held in Nairobi-Kenya 17th -18th  March 2022.

REMAIN deeply concerned about the continuing spread of Peste des Petits Ruminants (PPR) and other small ruminant diseases despite some commendable initiatives to combat the diseases,

COMMITTED to eradicating PPR in Africa by 2030 and to position the livestock sector as a major economic sector for the sustainable transformation of livelihoods, and eradication of poverty particularly in livestock-dependent communities in Africa,

REAFFIRM the Decision of the 4th STC on Agriculture, Rural Development, Water and Environment (ARDWE) requesting the AU Commission, AUDA-NEPAD, RECs and Member States with the support of FAO, OIE and stakeholders, to accelerate efforts to mobilize resources for a continentally coordinated program for the eradication of PPR from Africa by 2030. Further welcome  the STC’s recommendation  to the AU Commission and partners to sustain discussions with development partners  and advocate for Africa’s funding needs for PPR eradication.

COMMEND the progress made on the implementation of the first phase of the Pan African Peste des Petits Ruminants Control and Eradication Programme and emphasize the need to speed up actions to eradicate PPR by 2030,

ENDORSE the second phase of the Pan African Peste des Petits Ruminants Eradication Programme,

 

CALL ON

i. The AU Commission, RECS, Member States and Partners to renew and enhance commitments to the eradication of PPR to ensure that the continued presence of the disease in Africa does not derail the attainment of the target for its global eradication by 2030.

ii. Member States to allocate resources to support at least 30% of their PPR national strategic plan budget,

iii. The international community to support investments needed to fully execute the Pan African Eradication Program of Peste des Petits Ruminants especially through the European Commission (EC), the World Bank (WB), the African Development Bank (AfDB), the Islamic Development Bank (IsDB), Gates Foundation, IFAD and others initiatives;

iv. Member States to include PPR eradication as a priority in their National Agriculture Investment Plans (NAIPs) and in key negotiations with development partners to ensure adequate budgetary allocations and disbursements for the effective and timely implementation of the PPR National Strategies.

v. The AU Commission, Regional Economic Communities, Member States, FAO, OIE and other Partners to establish strategic partnerships to enhance coordination and optimize resources for PPR eradication.

vi. All small ruminant value chain actors to give priority and visibility to PPR eradication in close collaboration with relevant authorities at national, regional and continental under the overall coordination of AUC.
